The five interests she raised on the call but did not write down

Interest Where it is strongest What is actually there
Migration studiesSussex, Toronto, Yale, Harvard, UCL SSEESYale's Ethnicity, Race and Migration BA and Toronto's Diaspora and Transnational Studies are the only two undergraduate degrees on this matrix with migration in the title. Harvard's Ethnicity, Migration, Rights is a secondary field. Sussex houses the Sussex Centre for Migration Research, though at Sussex the migration teaching is mostly at masters level and she would reach it through the development degrees.
EthicsYale, Stanford, Toronto, Princeton, OxfordYale's Ethics, Politics and Economics and Toronto's Ethics, Society and Law are full degrees. Stanford's Ethics in Society and Princeton's Values and Public Life are a minor and a certificate. Oxford teaches it inside PPE philosophy.
Inclusive developmentSussex, SOAS, Manchester, LSE, McGill, BrownSussex and the Institute of Development Studies have been first in the world for Development Studies for ten consecutive years. SOAS is second. Manchester runs the largest development research institute in Europe. LSE reaches it through the Development specialism inside International Social and Public Policy. Brown folds it into the Development track of International and Public Affairs.
Civil societyGeorgetown, Notre Dame, SOAS, Chicago, NYUGeorgetown's Justice and Peace Studies and Notre Dame's Peace Studies are the two named undergraduate degrees. Notre Dame's is a supplementary major, so it has to be paired with a primary one. Chicago's Institute of Politics and NYU's Gallatin both build it around the student rather than into a syllabus.
Social sciences with visual artsNYU Gallatin, SOAS with UCL, Brown, USC, SydneyNYU Gallatin is the only place where this is the degree structure rather than a workaround. The joint SOAS and UCL BA History of Art (Asia, Africa and Europe) sits inside a school built on development and area studies, which is the closest thing to combining the two subjects rather than stacking them. Brown's Open Curriculum and USC's cross-school double majors both make it administratively easy.
Section 01

Where each of her interests is actually strongest

Her thirty-seven course names reduce to twenty distinct interests. This is where each one is genuinely led, judged on the strength of the specific course rather than on the university's overall standing. Several of the best answers sit well outside the top of the ranking table. Sussex is 278th in the world and first for development. Essex is 456th and has built undergraduate human rights teaching that nowhere above it matches.

Interest Where it is genuinely strongest What separates them
Philosophy, Politics and Economics35 of the 65 offer a routeUniversity of Oxford · London School of Economics · UCL · University of Edinburgh · University of Warwick · Durham University · University of Pennsylvania · Australian National University · University of YorkOxford is the original and Penn is the American original. LSE's is the hardest of the three to reach at twenty-four applications per place with an A* in Mathematics required. Edinburgh, Durham and York run the same degree at materially lower offers.
Politics / Political Science64 of the 65 offer a routeHarvard University · Yale University · Stanford University · Princeton University · London School of Economics · University of Chicago · University of Oxford · University of MichiganSixty-four of the sixty-five offer it, so it is the fallback that keeps every other door open. At the American universities it is also the department that teaches international relations.
International Relations51 of the 65 offer a routeUniversity of St Andrews · Georgetown University · London School of Economics · UCL · Stanford University · Brown University · University of Toronto · Boston UniversitySt Andrews runs IR as its politics department and combines it with twenty-seven other subjects. Georgetown's School of Foreign Service is the strongest American version and offers no merit aid at all.
Sociology61 of the 65 offer a routeUniversity of Chicago · University of Essex · UC Berkeley · Yale University · Harvard University · London School of Economics · University of Manchester · University of TorontoChicago and Essex are the two research-heavy options. Cambridge teaches it inside HSPS rather than as a separate degree, so choosing Cambridge means choosing the track in year two.
Social Studies (integrated social theory)6 of the 65 offer a routeHarvard University · University of Cambridge · Durham University · University of York · University of Edinburgh · University of BristolHarvard's Social Studies is the original and Cambridge HSPS is the English analogue. Durham's Combined Honours in Social Sciences, York's Social and Political Sciences and Bristol's Social Policy are the reachable versions of the same idea.
Global Affairs / Global Studies35 of the 65 offer a routeYale University · UCL · New York University · University of Chicago · UNC Chapel Hill · UC Berkeley · University of Southern California · University of VirginiaUCL's International Social and Political Studies and NYU's Global Liberal Studies both build a compulsory year abroad into the degree, which most Global Studies degrees do not.
Humanities19 of the 65 offer a routeUniversity of Chicago · Yale University · University of Texas at Austin · Harvard University · University of St Andrews · New York University · Brown UniversityChicago's Fundamentals and Texas at Austin's Plan II are great-books degrees and both are separate competitive applications. Yale's Humanities BA is the only one of the three that is not.
Ethics, Politics and Economics1 of the 65 offer a routeYale UniversityYale is the only university in the world offering this under exactly this name. Toronto's Ethics, Society and Law is the same idea with law in place of economics.
Ethnicity, Race, Migration / migration studies16 of the 65 offer a routeYale University · University of Toronto · Harvard University · UC Berkeley · University of Chicago · Brown University · New York University · UCLAYale's Ethnicity, Race and Migration and Toronto's Diaspora and Transnational Studies are the only two undergraduate degrees on this matrix with migration at their centre. Harvard's Ethnicity, Migration, Rights is a five-course secondary field, not a concentration.
Human Rights8 of the 65 offer a routeUniversity of Chicago · Columbia University · University of Essex · University of Toronto · Stanford University · UC Berkeley · Duke University · Georgetown UniversityChicago and Columbia are the only two on the matrix offering Human Rights as a full undergraduate major. Essex offers it as a with-pathway on six different degrees and runs a clinic that puts undergraduates on real cases with NGOs and UN bodies.
Public Policy / Social Policy29 of the 65 offer a routeLondon School of Economics · University of Chicago · University of Michigan · Duke University · Northwestern University · UNC Chapel Hill · UC Berkeley · University of EdinburghLSE's International Social and Public Policy is the closest match to what she wrote down. Northwestern's Social Policy BA, with a compulsory field practicum, is the American equivalent and is rare there.
History and Politics / History, Politics and Economics16 of the 65 offer a routeUniversity of Oxford · University of Cambridge · UCL · University of Warwick · Durham University · University of Exeter · University of Manchester · London School of EconomicsOxford, Cambridge, Warwick, Durham, Exeter and Manchester all run it as a named degree. UCL adds economics to make History, Politics and Economics and LSE calls its version Politics and History.
European and East European Studies6 of the 65 offer a routeUCL · University of Glasgow · New York University · Columbia UniversityUCL European Social and Political Studies with a compulsory language and year abroad, UCL Politics Sociology and East European Studies at SSEES, and Glasgow Politics with Central and East European Studies are the three real routes. Nothing in the United States matches them at undergraduate level.

Manchester runs the largest development institute in Europe. None of the higher-ranked universities comes close on this one subject.
International Policy Studies0 of the 65 offer a route Nothing on this matrixNothing on this matrix offers this as an undergraduate degree. At Stanford, where she found the name, it is a graduate MA.
Politics and Philosophy13 of the 65 offer a routeLondon School of Economics · University of Edinburgh · Durham University · University of Glasgow · University of St Andrews · University of York · University of Sheffield · University of ExeterA standard two-subject combination across the UK and the easiest way to keep philosophy without committing to economics. Available at ten of the twenty-one British universities here.
Politics and Economics11 of the 65 offer a routeLondon School of Economics · UCL · University of Edinburgh · University of Glasgow · Durham University · University of Bristol · University of Exeter · University of SouthamptonLSE and UCL both require Mathematics at A* or Higher Level 7 for this. Edinburgh, Glasgow, Durham, Bristol and Exeter accept a lower Mathematics grade, which matters if her Mathematics is at Standard Level.
Civil society, peace and activism7 of the 65 offer a routeGeorgetown University · University of Notre Dame · SOAS University of London · University of Chicago · New York University · University of TorontoGeorgetown's Justice and Peace Studies and Notre Dame's Peace Studies are the two named degrees. Notre Dame's is a supplementary major, so it has to be paired with a primary one rather than taken alone.
Ethics and moral philosophy18 of the 65 offer a routeYale University · University of Toronto · University of Oxford · Stanford University · Princeton University · University of St Andrews · King's College LondonYale and Toronto offer it inside a full degree. Stanford and Princeton offer it as a minor and a certificate. Oxford teaches it as the philosophy half of PPE, which is the deepest version and the least escapable.
Social sciences combined with visual arts10 of the 65 offer a routeNew York University · SOAS University of London · Brown University · University of Southern California · University of Sydney · UCL · Yale UniversityNYU Gallatin is the only place where combining these is the degree structure rather than a workaround. The joint SOAS and UCL BA History of Art (Asia, Africa and Europe) is the most substantive alternative and sits inside a school built on development and area studies.

Interest coverage is one of the four inputs to the fit index and is worth four points per interest served, to a ceiling of forty. The other three inputs are room to explore, worth twenty-five, whether the disciplines are genuinely taught together rather than merely co-located, worth twenty, and whether there is something here she could not get elsewhere, worth fifteen. UCAS tariff points are the wrong tool here and the table shows why. A 38-point IB with 766 at Higher Level converts to about 234 tariff points. An A*AA A-level offer converts to 152. The IB looks ninety points stronger because the tariff counts all six subjects plus Theory of Knowledge and the Extended Essay, while A-level counts three. No selective UK university makes offers in tariff points for these courses. They make grade offers, and Essex is the only university on this matrix that publishes a tariff figure as its standard offer. The tariff column is here so she can stop using it as a comparison, not so she can rely on it.

Australian universities convert the IB to a notional ATAR through the state admissions centre rather than assessing it directly, so the ATAR column is the operative number and the IB figure is derived from it. Toronto and UBC publish no numeric threshold and assess the full diploma alongside a written application. NUS publishes no indicative grade profile for IB applicants because the cohort is too small to be meaningful.

Early rounds and the admit rate multiplier

Nine American early rates on this matrix are official and come from section C21 of each institution's filed Common Data Set or from its own release. The regular round rate is derived by subtracting the early round from the full cycle. That is arithmetic on the university's own totals, not an estimate.

The thirteen strongest scholarship universities

Five of these thirteen rows are need-based rather than competitive, at Princeton, Harvard, Notre Dame and, in part, at UBC and Washington University. They pay nothing at all to a family that cannot document need, and they pay more than any named award in this table to a family that can. Read them alongside the four routes below before deciding which of the two kinds of funding the list should be built on.

The four funding routes, and which of them affect admission odds

Route Does asking cost
admission odds
What it means in practice Where it exists for her
Need-based aid where the university is need-blind for internationals No The admissions committee never sees the aid question. Asking is free. For a family with documented need these are frequently the cheapest universities on the entire list, cheaper than a public flagship at sticker. Harvard, Princeton, MIT, Yale, Brown and Notre Dame. Plus Swarthmore, Amherst and Bowdoin, which QS does not rank.
Need-based aid where the university is need-aware for internationals Yes Ability to pay is read alongside the application and asking measurably lowers the admit rate, sometimes sharply. This is the only route where a partial ask makes strategic sense. Stanford, Columbia, Penn, Chicago, Cornell, Northwestern, Georgetown, Johns Hopkins.
A named competitive award No, and it often helps Judged separately, frequently by a different committee from admissions. The process is the catch. Several need a separate form months earlier and three of the eight need her school to nominate her. Toronto, UNC, UVA, Duke, USC, UBC, WashU and Johns Hopkins, all in the table above. Three of them need a school nomination.
An automatic merit grid No A published table. Meet the row and the award follows. No committee and no essay, and it is the only category that can be budgeted a year ahead. Nowhere on the QS matrix in the United States. The American universities that publish genuine automatic grids open to internationals, Alabama, Mississippi, Arizona, Arizona State, Kentucky, Oklahoma and Miami among them, sit outside the QS subject rankings entirely. ANU, Monash, UNSW and Macquarie publish real grids and are on the matrix.
Section 06

More American awards worth an application

The table above covers the universities QS ranks in all three subjects. These six sit outside it and each one is open to an international applicant for a very large sum. They were added because the previous version of this document under-covered American money.

NYU Abu Dhabi is need-blind and meets full demonstrated needAutomatic on the admission application, with the CSS ProfileOne of very few universities anywhere that is genuinely need-blind for international applicants and meets full need. Admission is harder than NYU New York, not easier.
The Stamps Scholars network38 institutions
Stamps Scholarship$20,000 to $98,000 a year, plus enrichment funding for study abroad and leadershipAt some partner institutions only. Eligibility has to be checked institution by institutionApply to the partner university, general deadline 5 January 2027Partners include Chicago, Georgia Tech, Miami, Florida and Queens' College Cambridge. Miami already appears in the automatic table below on the strength of its Stamps award.

None of these six appears on the QS matrix, because QS does not rank all three of philosophy, politics and economics at any of them. That is a statement about QS coverage rather than about the universities. Vanderbilt, Emory and Rice all run strong political science and sociology departments.

Section 07

Automatic scholarships

An automatic scholarship is a published table. Meet the row and the award follows, applied after admission by arithmetic. No committee, no essay and no interview, so it can be budgeted a year in advance. This is the only category of American funding that can be planned around rather than hoped for.

Section 08

Off the matrix, and worth a look anyway

The matrix contains only universities that QS ranks in all three of philosophy, politics and economics for 2026. That rule keeps it honest and it also excludes some of the best answers to what she actually asked for. These six sit outside it. Two of them, on her stated interests, are stronger than most of what is inside it.

Institution The course The money Why it is here The catch
Sciences PoFrance, Reims and Paris
Bachelor of Arts and Sciences, Euro-American or Europe-Africa trackÉmile Boutmy Scholarship, either a full tuition exemption or a fixed €9,500 a yearThe whole undergraduate degree is social sciences and languages, with a compulsory third year abroad. The Reims campus concentrates on Europe, Africa and the Middle East.Boutmy is for non-EU students whose household does not file tax in the EU. It is lost if she enters a dual degree directly in the third year, which matters because Columbia is one of the dual-degree partners.
Central European UniversityAustria, Vienna
BA Culture, Politics and Society · BA Philosophy, Politics and EconomicsPartial tuition awards up to €3,500 a year, and two Presidential Scholar Awards of €5,000Tuition is €8,000 a year, which is a fraction of every other option in this document. Graduates receive both an Austrian and an American BA. Students come from more than a hundred countries.CEU was founded around exactly the subjects she raised on the call, which are democracy, civil society and migration. It is small and unranked by QS in these subjects, so it belongs on the list as a value option rather than as a headline.
Amherst College and Bowdoin CollegeUnited States, liberal arts
Political Science, Sociology, and at Amherst a Law, Jurisprudence and Social Thought majorNeed-blind for international applicants and meets one hundred per cent of demonstrated needAlong with Harvard, Yale, Princeton, MIT, Brown and Dartmouth, these two are the only American institutions that are need-blind for international applicants. Class sizes are a fraction of the universities on the matrix.Neither is ranked by QS in these subjects because QS does not rank liberal arts colleges, so neither can appear on the matrix. For a family that needs money this is the most under-used route in American admissions.
Swarthmore College and Macalester CollegeUnited States, liberal arts
Political Science, Sociology and Anthropology, International Studies at MacalesterNeed-aware for internationals, both meet full demonstrated needMacalester in particular has an unusually large international cohort and a long record of funding it, and its International Studies degree is well regarded.Need-aware means asking for money can affect the decision, unlike at Amherst and Bowdoin.
University of Hong KongHong Kong
Bachelor of Social Sciences, and Government and LawsHKU Foundation Entrance Scholarships. A 45-point IB earns full tuition, 44 points earns halfHong Kong was raised on the call as a possible additional country. HKU is the strongest option there and the scholarship rule is published and mechanical. The scholarship threshold of 44 to 45 points is extremely high. Below that the award drops sharply, so this only works if her predicted grades are at the very top.
